Dan Miller was born December 24, 1944 in Port Alice, British Columbia, to Arthur William Miller and Evelyn Estelle Lewis. He was educated at North Vancouver Secondary School.

With wife Gayle, Mr. Miller has five children, Laura, Jason, Donna Ballard, Scott Ballard and Brent Ballard.

Mr. Miller was first elected to the B.C. Legislature in the general election of 1986. He was reelected in the elections of 1991 and 1996. On November 5, 19911, he was appointed Minister of Forests, and from September 15, 1993 to June 17, 1996 he was Minister of Skills, Training and Labour. On June 17, 1996 he was appointed Deputy Premier and Minister of Employment and Investment, with reappointments on September 23, 1996 and January 6, 1997. Minister of Municipal Affairs and Housing from January 17, 1996 to January 6, 1997. On February 18, 1998 he was appointed Minister of Energy and Mines. He is a former councilor for the City of Prince Rupert, and a former member of the Skeena-Queen Charlotte Regional District Board. He was also a member of the Pulp, Paper and Woodworkers of Canada, Local 4.
