Jenny Wai Ching Kwan was appointed as Minister of Municipal Affairs on February 18, 1998. She is the first Chinese-Canadian cabinet minister in B.C. history, and is fluent in both English and Cantonese.
Jenny was elected to represent the constituency of Vancouver-Mount Pleasant in 1996. She served as Deputy Whip to the Government Caucus for two years and was Parliamentary Secretary to the Minister of Health. She was also part of the Select Standing Committee for Public Accounts and the Special Committee on the Response to the Gove Report.
Prior to being elected to the provincial legislature, Jenny served on Vancouver City Council for three years. A dedicated community activist, she worked on numerous projects including the Housing and Youth Pilot project, the Option Youth Society and the Molehill Living Heritage Society.
Jenny is committed to the principles of equality and justice. She believes everyone has the right to be heard and to participate in the democratic process. In addition to her responsibilities as Minister of Municipal Affairs, she works in four key advocacy areas: anti-poverty, affordable housing, human rights and immigration.
Jenny holds a Bachelor of Arts degree from Simon Fraser University.
