MacPHAIL, Hon. Joy K.

The Hon. Joy K. MacPhail was appointed Minister of Finance and Corporate Relations in the British Columbia Government on Feb.18, 1998. She is also Minister Responsible for BC Transit and the Government House Leader. Prior to that Ms. MacPhail served as Minister of Social Services since September 1993 and Minister of Health and Minister Responsible for Seniors since June 1997.
Born in Hamilton, Ont., Ms. MacPhail, 47, studied economics at the University of Western Ontario. Under the sponsorship of her father's union, she carried out her graduate studies in England at the London School of Economics.
As an economist with the B.C. Federation of Labour, she was responsible for policy development, communication and liaison with union affiliates. She has worked previously with the Service Employees' Union, and was the only woman labour representative serving on the Provincial Apprenticeship Board.
Ms. MacPhail's community involvement includes the development of Hastings Park, launching of the Vancouver Action Plan and the Community Services Fund, membership on the Kidsafe Advisory Committee and VIEW Performing Arts Society.
New Democrat MLA for the constituency of Vancouver-Hastings since 1991, Ms. MacPhail has served as Government Caucus chair; has chaired the Standing Committee on Finance and Crown Corporations; was vice-chair of the Public Accounts Committee; and co-chaired the legislature's Constitution Committee.
Ms. MacPhail has a young son Jack.
