Norman Frohlich

FROHLICH, Norman. Peacefully, surrounded by his loving family on Thursday, June 27, 2013 in Montreal. He was 71; five days prior he had suffered a massive stroke and never regained consciousness. Norman was a man who cared deeply about people and ideas. He is survived by his wife Roberta, three children: Kate (and partner Thomas Schlich), Daniel and Jonah (and wife Elizabeth Payne) and his four grandchildren: Lily, Oscar, Ezra and Odessa. Born in Winnipeg to Israel and Sarah Frohlich, he grew up in the North End with his sister Rose and married the love of his life, Roberta in 1966. He was first and foremost a dedicated and loving husband and father, cook, and ultimately, a Barcelona Football fan. He was also an academic. The joy of problem solving drove Norman’s choices in many of his activities, and certainly in his work. He just loved to solve problems! He received his Bachelor’s degree in Mathematics from the University of Manitoba, his Master’s degree from Rutgers in Mathematics and his PhD from Princeton University in Political Science. He spent most of his professional career as a professor at the Government Department at the University of Texas and later at the Asper School of Business at the University of Manitoba. He was a valued researcher and dedicated teaching scholar in the areas of distributive justice and social welfare. He was also on the board of the Manitoba Center for Health Policy. After moving to Montreal, he became Chair of the Tri-Council Panel on Research Ethics. Over a period of three years, Norm led the Panel through a complete re-conceptualization of the Policy on Ethical Conduct for Research Involving Humans. His rare combination of philosopher and pragmatist ensured that the final policy was truly responsive to the needs of both the research community and participants. He died before his time and will be sadly missed by his family, friends and colleagues. The family wishes to recognize and thank the staff at ICU 1 at the Jewish General Hospital who provided extraordinary, family-centered care. All staff went to great lengths to make a devastating situation bearable. Funeral service from Paperman & Sons, 3888 Jean Talon St. W., Montreal on Sunday, June 30 at 3:00 p.m. In lieu of flowers, donations may be made to the “Norman Frohlich Memorial Fund” c/o the Jewish General Hospital Foundation, (514) 340-8251. Condolences and memories may be offered on www.paperman.com.
