Born in Joggins Bridge, N.S., on April 28, 1919, Ley was one of eight children of Hiram and Louise (Laing) D’Arcy. The family soon moved to Saint John, N.B., where Leycester graduated from Saint John High in 1936. He worked as a salesman for Robin Hood Mills prior to enlisting in the Royal Canadian Air Force in 1941. He served in England with the 405 Pathfinder Squadron, along with his brother, Gilbert.
Upon his release from the service in 1945, Ley attended the University of New Brunswick, graduating with a Bachelor of Arts degree in 1947 and a Bachelor of Civil Law degree in 1951.
He fell in love with an army nurse, Lois Campbell, married in 1947, and settled in Rothesay where Ley commenced the practice of law. In 1952, he joined the Attorney General’s Department in Fredericton as Crown Prosecutor. He was instrumental in implementing the 1953 Unsatisfied Judgment Fund, drafted the first Liquor Control Board Regulations, prosecuted or assisted with most murder cases in the province during the ’50s and ’60s, and was appointed Superintendent of Insurance for N.B.
In 1970, Mr. D’Arcy entered private practice with offices in Fredericton and later, St. George. He was appointed Queen’s Counsel in 1972 and was recognized in 2001 by the Law Society with a lifetime membership for 50 years of service. During his career, he appeared several times before the Supreme Court of Canada. Mr. D’Arcy never retired and spent his last day in his office at St. George.
Mr. D’Arcy was known to be fair, generous and principled, with a gentlemanly manner for whom nothing was ever too much trouble. He took great joy in his family, his work and his homes in Fredericton, "the red house, " and St. George, "the white house". He particularly loved being at the cottage on Lake Utopia, surrounded by family.

He was a special brother-in-law to Betty Campbell, of Saint John, Dr. Herbert (Karen Love) Fillmore, of Maquapit Lake, and Lawrence (Helen) Campbell, of Edmonton. He was Uncle Ley to many nieces and nephews.
Mr. D’Arcy was a beloved employer to many, particularly Rhonda Boyd and most recently, Carolyn Connor, and will be missed by their families as well.

Pallbearers were Michael Connor, Tom Bursey, Stephen D’Arcy, Mark D’Arcy, John Antworth and Pat Walsh.
The family gratefully acknowledges the friendship, respect, admiration and love expressed by the people of Charlotte County and elsewhere for our parents, Ley and Lois. To Carolyn and Michael Connor, Sue McKillop, members of the bar, the "-girls at the registry office, health professionals, political associates, acquaintances at businesses, shops and restaurants, neighbours, old friends and our extended family, a heartfelt thank you from their children.
